    To provide a heat-insulating water-based coating material and a heat-insulating pavement coating material which allow easy application and can impart high wear resistance to a heat-insulating coating.SOLUTION: The heat-insulating water-based coating material comprises an emulsion-based binder, a heat-insulating material, and fiber. Preferably, the emulsion-based binder is an acrylic resin-based emulsion or polyester resin-based emulsion, where the average fiber diameter of the fiber is 0.1 μm or more, and the average fiber length of the fiber is 1.0 mm or less. The heat-insulating pavement coating material comprises the heat-insulating water-based coating material and an aggregate. Preferably, the heat-insulating pavement coating material comprises alumina particles as the aggregate.SELECTED DRAWING: None
