To prepare homogeneous solidifying soil by efficiently and uniformly adding a solidifying material to raw material soil to improve the working efficiency of agitating and mixing.SOLUTION: An agitating device 10 comprises an upper solidifying material injection pipe 18A provided between an upper agitator 14A and the lower agitating body 14B, and a lower solidifying material injection pipe 18B provided below the lower agitator 14B. A solidifying material supply device 50 that supplies a solidifying material to the agitating device 10 comprises a supply pump 54 that supplies a predetermined constant flow rate of solidifying material from a solidifying material tank 52 to the upper solidifying material injection pipe 18A and the lower solidifying material injection pipe 18B through an external supply pipe 60, an upper adjustment valve 56A for adjusting the amount of solidifying material supplied to the upper solidifying material injection pipe 18A, a lower adjustment valve 56B for adjusting the amount of solidifying material supplied to the lower solidifying material injection pipe 18B, and a supply control unit 204 that controls the supply of the solidifying material to the upper solidifying material injection pipe 18A and the lower solidifying material injection pipe 18B.SELECTED DRAWING: Figure 5
