To provide a heat-blocking thermal insulation coating composition with which it is possible to form a coating film having sufficient adhesiveness to a base material and excellent heat-blocking thermal insulation properties.SOLUTION: A heat-blocking thermal insulation coating composition includes: an aqueous emulsion of an acrylic acid ester-methacrylic acid ester-styrene copolymer or acrylic acid ester-styrene copolymer in a range of 35-50 mass%; a rutile titanium dioxide in a range of 20-30 mass%; and acryl hollow beads in a range of 5-20 mass%, relative to a total amount of the coating composition.SELECTED DRAWING: Figure 2
