To provide an unlocking management system, an unlocking management server, an unlocking management method, and a program that improve the efficiency of package delivery.SOLUTION: In an unlocking management system including a delivery person terminal 1 and an unlocking management server 2, the unlocking management server 2 includes: a request receiving unit 220 that receives unlocking request information, which is information indicating a request to unlock an electronic lock and including an invoice number, from the delivery person terminal 1; an address acquisition unit 221 that acquires the destination address of a package corresponding to the invoice number included in the unlocking request information; a digital key acquisition unit 222 that acquires API information and a digital key of an electronic lock at the destination address of the package by referring to a digital key database that associates and manages an address, an electronic lock existing at that address, API information for operating the electronic lock, and a digital key for unlocking the electronic lock using the API specified by the API information; and a key operation unit 223 that unlocks the electronic lock using the API information and digital key of the electronic lock at the destination address of the package.SELECTED DRAWING: Figure 2
