To provide a concrete placement management device capable of creating a new block by combining generated blocks.SOLUTION: The concrete placement management device includes: an acquisition unit that acquires, in 3D design information of a structure which is a piece of 3D design information that has split data in which the 3D design information is divided into large blocks of a predetermined size, and each of the large blocks is divided into small blocks of a predetermined size, a piece of 3D design information of split data, in which a group of small blocks in a given layer of each layer is divided by a plane perpendicular to the height direction of the large block, the block number indicating the order of concrete placement is given to each small block group belonging to each small block; a capacity derivation unit that derives the capacity of each small block; and a block combining unit that generates a new small block by combining an arbitrary small block with other small blocks.SELECTED DRAWING: Figure 2
