To provide a method for producing a ground-improving material capable of sufficiently suppressing dust emission during ground improvement caused by evaporation of glycols and other liquid components.SOLUTION: This invention relates to a method for producing a ground-improving material that includes a cement-based hydraulic material and a dust inhibitor including at least one selected from the group consisting of glycols and glycol ethers, wherein the method includes: measuring whiteness L*0 in the L*a*b* color system chromaticity of the cement-based hydraulic material; preparing the ground-improving material by mixing the cement-based hydraulic material and the dust inhibitor; measuring whiteness L*1 in the L*a*b* color system chromaticity of the ground-improving material; and shipping the ground-improving material in which a value calculated by the following formula (1) is -0.111 or less.
