To be able to suppress a space required for installation from increasing.SOLUTION: All-round rotation device 100 comprises a fixing portion 1 that can be fixed to an existing pile P1, a holding portion 2 that is disposed above the fixing portion 1 and holds a casing tube 6 in contact with an inner circumferential surface of the casing tube 6, a rotational drive portion 4 that rotates the holding portion 2 with respect to the fixing portion 1 around a rotation axis along the central axis of the existing pile P1, and an elevating drive portion 5 configured to be able to move the holding portion 2 from top to bottom in the direction along the rotation axis.SELECTED DRAWING: Figure 1
