To minimize a damage against a strong wind and flood damage with inexpensive facilities.SOLUTION: A fence that is simply buried in the ground with poles 1 at intervals is constructed to reduce a wind and flood damage. Since windbreak walls are directly subject to wind pressure and water pressure as a whole, a certain degree of strengthening is needed. On the other hand, a pole fence avoids a direct blow by diverting wind and water pressure to the right and left, and considerably reduces the load on the poles. As shown in Figure 1, the basic structure consists of two rows of poles, with the first row of poles buried in an arrangement that leave the gap between the poles 1, and the second row of poles buried in an arrangement that fill the gap between the first row of poles. Material, thickness, length and strength of the burial of the poles 1 are determined according to the purpose. The arrangement can also be freely designed according to the installation location and purpose.SELECTED DRAWING: Figure 1
