To provide a route generation system capable of efficiently monitoring, using a vehicle, a road surface state of a road.SOLUTION: A route generation system 10 comprises a diagnosis section 12, a generation section 13, and an output section 14. The diagnosis section 12 diagnoses a deterioration degree of a road surface from an image obtained by imaging a road to be monitored. The generation section 13 generates a travel route for capturing images used for diagnosing the deterioration degree of the road surface based on the deterioration degree of the road surface for each point diagnosed by the diagnosis section 12 and information relating to a road environment affecting the diagnosis of the deterioration degree of the road surface for each point. 【課題】車両を用いた道路の路面状態の監視を効率的に行うことできるルート生成システムを提供する。【解決手段】ルート生成システム１０を、診断部１２と、生成部１３と、出力部１４を備える構成とする。診断部１２は、監視対象の道路を撮影した画像から路面の劣化度を診断する。生成部１３は、診断部１２が診断した地点ごとの路面の劣化度と、地点ごとの路面の劣化度の診断に影響する道路環境に関する情報とを基に、路面の劣化度の診断に用いる画像を撮影する走行ルートを生成する。出力部１４は、生成した走行ルートを出力する。【選択図】 図３
