To grasp and predict a water level and/or water circulation of a water source and set and manage a water-intake amount that is appropriate for maintenance of a water-based environment to which the water source belongs.SOLUTION: A transmitter measures a water level of a water source, creates measurement information including information indicating the water level of the water source and water source identification information, and transmits it to a server. The server receives the measurement information and a simulation result, acquires public information including one or more of meteorological data, river water level data, and a geological map on a region of the water source, and makes a storage unit store the measurement information, the simulation result, and the public information in association with one another. A simulation device simulates one or more of the water level of the water source, a water circulation and water level trend, and a water circulation trend on the basis of the measurement information and the public information in the storage unit, and transmits one or more results of the simulation to the server. An image creation device creates an image indicating the one or more simulation results of the water level of the water source, the water circulation and water level trend, and the water circulation trend in a zone corresponding to a location of the water source stored in the storage unit of regions being set in a map.SELECTED DRAWING: Figure 1
