To provide a technology capable of facilitating surface treatment of concrete before drying.SOLUTION: A treatment device is used for surface treatment of concrete before drying. The treatment device includes: a roller arranged on concrete before drying; a body part in which the roller is mounted on a bottom part, and on which a drive part for rotationally driving the roller is mounted; a trowel part which is mounted on the body part so that an edge part can come into contact with the surface of the concrete before drying, at least at one of the front and the back of the roller; and a handle part which extends obliquely upward from the body part toward the back, and in which a holding part which is held by an operator is provided at an upper end.SELECTED DRAWING: Figure 1
