The present invention relates to a coating agent for protecting a concrete structure, comprising: a primer including, with respect to 100 parts by weight of one, or one or more water-based polymer resins among water-soluble polyurea resin, water-soluble acrylic resin, water-soluble epoxy resin and water-based EVA resin, 25 to 75 parts by weight of alkaline aqueous solution, 25 to 75 parts by weight of extender pigment, 5 to 30 parts by weight of pigment, 20 to 75 parts by weight of water, 2 to 5 parts by weight of wetting dispersant, 2 to 5 parts by weight of defoamer, and 2 to 5 parts by weight of adhesion promoter; and a top coating including, with respect to 100 parts by weight of organic/inorganic composite resin, 25 to 75 parts by weight of water-soluble polymer resin, 25 to 75 parts by weight of extender pigment, 5 to 30 parts by weight of pigment, 20 to 75 parts by weight of water, 2 to 5 parts by weight of wetting dispersant, 2 to 5 parts by weight of defoamer, and 2 to 5 parts by weight of adhesion promoter.
