The present invention relates to a high toughness fiber-reinforced concrete using normal fine aggregate and coarse aggregate, which comprises cement, a fiber reinforcing material, and an admixture, wherein normal fine aggregate and coarse aggregate are blended as the aggregate. The fiber reinforcing material is coated with a coating layer comprising propylene oxide, and the admixture comprises 5-10 parts by weight of beta carotene based on 100 parts by weight of polysaccharide thickener.
