A fast curing concrete composition of the present invention includes 10 to 30 wt% of fast-curing cement, 30 to 50 wt% of fine aggregate, 30 to 50 wt% of coarse aggregate, 3 to 10 wt% of a resin, 0.02 to 0.2 wt% of a retardant, and 0.4 to 5 wt% of water, and is mixed with hydrated citric acid having a purity of 95 to 98% as a retarder. It is preferable that fast-curing cement, based on the weight of the fast-curing cement, comprises: 0.01 to 0.1 parts by weight of limestone; 0.02 to 0.1 parts by weight of steel slag; 0.1 to 0.4 parts by weight of cement; 0.2 to 0.4 parts by weight of calcium sulfoaluminate (CSA); 0.1 to 0.4 parts by weight of anhydrite; 0.001 to 0.01 parts by weight of a curing accelerator; and 0.001 to 0.01 parts by weight of a curing retardant. At this time, limestone has an average particle diameter of 1 to 30 μm. It is preferable that the steel slag, based on the weight of the steel slag, comprises: 0.3 to 0.6 parts by weight of CaO; 0.2 to 0.4 parts by weight of Al_2O_3; 0.05 to 0.15 parts by weight of SiO_2; and 0.01 to 0.1 parts by weight of MgO and has a fineness of 4,000 to 8,000 cm^2/g.
