The present invention relates to an apparatus for manufacturing non-combustible finishing panels for interior and exterior building materials. A plurality of non-combustible finishing panels are continuously installed on the interior and exterior walls of a building to make the exterior of the building beautiful and to have thermal insulation and non-combustibility functions. The non-combustible finishing panels each comprise: a mounting base (110) supported on the ground; a mold (120) provided on an upper side of the mounting base (110), and having a forming space therein; a lower plate (130) moved up and down in the mold (120) by a piston device provided on a lower side of the mounting base (110); and a cover plate (140) hinged to the mounting base (110) to open and close an upper part of the mold (120). Therefore, the apparatus can have a non-combustible board, thereby preventing fires.
