본 발명의 목적은 초기의 열전도율을 유지하여 단열성능을 유지하면서도, 준불연 이상의 난연성능과 방습성능이 우수한 준불연 성능의 건축물 내외장 복합 단열재를 제공하기 위한 것으로서, 본 발명의 일 실시예에 의한 준불연 성능의 건축물 내외장 복합 단열재는 경질 폴리우레탄 폼(PIR)으로 형성된 준불연 성능을 가지는 제1단열층; 상기 제1단열층 위에 형성되며, NBR (Nitrile Butylene Rubber) 고무발포 단열재를 포함하며 준불연 성능을 가지는 제2단열층; 및 상기 제1단열층과 상기 제2단열층 사이에 형성되는 난연성 접착제층;을 포함을 포함한다.
