A hood latch apparatus for protecting a passenger is disclosed. According to the present invention, the hood latch apparatus for protecting a passenger comprises: a base having an opening; a latch gear having a mounting groove unit restraining a striker accessed through the opening; a foul installed to be rotated in the base and restraining rotation of the latch gear with a motion engaged with the latch gear; and a link unit installed to be rotated in the base and the foul and rotating the foul to restrain upward movement of the latch gear while coming in contact with the latch gear to be rotated.
