본 발명은 그래파이트 시트로 이루어지는 도전층의 일방의 면에 섬유 기재로 이루어지는 보강층이 접착제층을 사용해 적층되고, 전해질을 포함하는 수지가 시트상으로 성형되며, 상기 도전층 및 피방식체의 표면층에 첩착 가능한 점착력을 갖는 전해질층이 그 점착력에 의해 상기 도전층의 타방의 면에 첩착된 외부 전원에 의한 방식용 양극으로서, 상기 도전층은 상기 전해질층에 접하는 측의 면에 있어서의 임의의 2점간의 저항값이 항상 4Ω 이하이다.
