Disclosed is an apparatus for opening/closing a floodgate, including: an electric motor (40); a manual handle (50); and an electric manual connection box (100) allowing the electric motor (40) and the manual handle (50) to be installed thereon, thereby allowing a gate (10) to be electrically or manually elevated. The apparatus for opening/closing a floodgate comprises: an electric shaft (110) connected to the electric motor (40); a worm shaft (120) connected to the manual handle (50); an eccentric shaft (130) connected to the electric shaft (110) and having an eccentric part (134) formed thereon; a mediation disc (140) coupled to the eccentric part (134); a manual input disc (150) positioned on a rear side of the mediation disc (140) and engaged with the worm shaft (120); a center disc (160) positioned between the mediation disc (140) and the manual input disc (150); an output disc (170) positioned on the front side of the mediation disc (140); and a plurality of balls (180) arranged on first and second cycloid grooves (172), a first translation groove (144), and a second translation groove (154), respectively. Accordingly, an electric manner and a manual manner are interlinked at normal times such that a separate electric and manual conversion clutch is unnecessary, and deceleration is performed according to the principle of a ball decelerator such that noise is remarkably less in comparison with the gear deceleration method although the rotational speed of the electric motor is high.
