The present invention relates to a translucent soundproof panel installed around a road or a construction site, and a sound barrier applied thereto. In the present invention, the soundproof panel composed of a front layer, a rear layer, and a partition wall layer therebetween is integrally formed of a transparent synthetic resin material. The soundproof panel of the transparent synthetic material is semi-transparent by a light diffusion effect by the shape of a two-dimensional array of a plurality of recesses or recesses by forming the two-dimensional array of a plurality of recesses or recesses on the entire outer surface of at least one of the front layer and the rear layer and forming a plurality of air passages in the partition wall layer between the front layer and the rear layer, and a light refraction effect due to a difference in a medium between air inside the air passage and the material of the soundproof panel surrounding the air passage, so it is possible to provide a privacy protection function and a security maintenance function while maintaining natural light.
