The present invention relates to a heating and mixing device for restoring damaged asphalt by heating and cutting or agitating the damaged asphalt while the width and area of the device are adjusted according to the size of the damaged asphalt. The heating and mixing device includes: a heating member to be moved horizontally or vertically from a vehicle; and an agitating member installed in a lower portion of the heating member and moved forward or backward along the heating member to agitate the heated asphalt by a certain depth. The heating ember is an infrared heating member, and defined into a plurality of spaces so that the width or area can be adjusted, if necessary.
