The mortar composition for forming a rego type hollow concrete block for constructing a civil engineering and construction wall using industrial by-products is characterized in that one or more fitting protrusions are formed on an upper part of a block body and integrated with the block body, one or more hollow fitting grooves having the same shape as the one or more fitting protrusions are formed inside the block body, the fitting protrusions are inserted into the hollow fitting grooves and integrally bound with the same without a gap, and thus, rego type hollow concrete blocks can be firmly stacked in a vertical and horizontal direction without cement mortar bonding.
