The present invention relates to a control valve and a construction machine. A hydraulic control valve (2) according to an embodiment supplies hydraulic oil discharged from a hydraulic pump (5) to an arm cylinder (25) via a supply flow path (7), and controls the hydraulic oil such that the hydraulic oil pressed from the arm cylinder (25) is returned to a tank (9) via a tank flow path (8). The hydraulic control valve (2) has a regeneration valve (30) that returns all of the hydraulic oil extruded from the arm cylinder (25) to the supply flow path (7) when a first pressure of the hydraulic oil discharged from the hydraulic pump (5) and a second pressure of the hydraulic oil extruded from the arm cylinder (25) have a pressure difference and the first pressure is lower than the second pressure.
