To provide a control valve capable of preventing jumping out and delay of an actuator, and a construction machine.SOLUTION: A hydraulic control valve 2 of the embodiment supplies hydraulic oil discharged from a hydraulic pump 5 to an arm cylinder 25 via a supply flow path 7, and controls the hydraulic oil so that the hydraulic oil pushed out from the arm cylinder 25 is returned to a tank 9 via a tank flow path 8. The hydraulic control valve 2 comprises a regeneration valve 30 that returns all hydraulic oil pushed out from the arm cylinder 25 to the supply flow path 7 when a first pressure of the hydraulic oil discharged from the hydraulic pump 5 is lower than a second pressure of the hydraulic oil pushed out from the arm cylinder 25, in pressure difference between the first pressure and the second pressure.SELECTED DRAWING: Figure 3
