A carpet cutting apparatus comprises a bottom plate and a blade-mounting structure. The bottom plate has a rear flat portion, and a front pointed and slanted tip; and the blade-mounting structure comprises a rear base plate and a forward hood portion, the forward hood portion is configured to engage a blade within a blade holder by means of plurality of screws. The forward hood portion is configured to have a hole to engage a cable hook. A system of carpet cutting and removing comprises a winch connected to a first end of a cable, a carpet cutting apparatus, and a diverter. It provides easy cutting of carpet into carpet strips which can be pulled by means of clamps and winch action. During operation, the base plate capable of receiving a foot of an operator at foot area of the carpet cutting apparatus, to avoid lifting from rear portion.
