A torque limiter (120) is provided with: a coil spring (124); an inner shaft which is connected to a drive shaft (58), is inserted and disposed inside the coil section of the coil spring (124), and has an outer peripheral surface with which the coil section of the coil spring (124) comes in close contact; a closed-end cylindrical outer member (122) which is disposed outside the coil section with a gap therebetween, is provided rotatable relative to the inner shaft, and has engaged therewith the opposite ends of a wire material which forms the coil spring (124); and a drive gear (123) formed integrally with the plate section (122a) of the outer member (122) and transmitting rotational force to a screw shaft.
