Provided are an image-capturing plan generation device, an image-capturing plan generation method, and a program which generate an image-capturing plan for efficiently capturing, without omission, images to be used for inspecting a bridge. This image-capturing plan generation device (400) is provided with: a space information acquisition unit (401) which acquires coffered space information; a first determination unit (403) which determines, on the basis of the coffered space information, a plurality of floor slab image-capturing locations and orientations of a camera; a second determination unit (405) which determines, on the basis of the coffered space information, a plurality of steel member image-capturing locations and orientations of the camera when images of a plurality of bonding parts of steel members are captured with the camera; and an image-capturing plan generation unit (407) which generates an image-capturing plan of a camera-attached mobile robot, on the basis of the plurality of floor slab image-capturing locations and orientations of the camera determined by the first determination unit and the plurality of steel member image-capturing locations and orientations of the camera determined by the second determination unit.
