A technique is provided with which it is possible to encourage a worker to wear safety equipment. A shovel 100 according to one embodiment of the present disclosure comprises a detection unit 304 that detects persons in the surroundings of the shovel 100, the detection unit 304: detecting, with relatively high probability, workers W1, from among workers W1 wearing both a helmet and clothing with reflective material, workers W2, W3 wearing a helmet or clothing with reflective material, and workers W4 wearing neither a helmet nor clothing with reflective material; detecting the workers W2, W3 with lower probability than the workers W1; and detecting the workers W4 with lower probability than the workers W2, W3. A worksite safety management system 2000 according to another embodiment of the present disclosure comprises: a plurality of sensors of different types; and a detection unit 2110 that, on the basis of the output of the plurality of sensors, detects workers on the worksite, and identifies the wearing status of a worker for each of a plurality of safety equipment that is recommended or required to be worn on the worksite.
