The study outlines the existing public facilities throughout Richmond and the Planning Area in the fields of education, open space, health, fire protection, public utilities, and welfare services related to the area's need. In addition, it offers standards, principles and locations of the proposed facilities in the area where they can serve the greatest number of people. The study was based primarily on the recently adopted Land Use Plan and integrated fully with the future Major Thoroughfare Plan. (Author)
