Bethel, Alaska: Comprehensive Plan
Bethel and its surrounding region comprise one of the worst pockets of poverty in our prosperous nation. However, unlike Appalacia the Bethel region is so remote that it easily becomes 'out of sight and out of mind'. The plan includes (1) analysis of the physical characteristics of the Bethel region as they affect future development (2) discussion of characteristics of the region's population of 13,000 Eskimos, and (3) a review of the historical and social development of the Bethel community and the City's governmental powers and financial resources. The plan shows how commercial and industrial development, community facilities, public utilities and transportation can be changed and adjusted to meet the needs of the expanding community and to accommodate the relocation of the residential areas above flood level.
