Contained in the report is the second phase of the Village of Morrisville's Comprehensive Plan: The Master Plan. This portion assimilates the data from the Basic Studies and makes a series of recommendations in the form of four specific plans. The first, the Land Use Plan, describes the proposed distribution of future development and the desired land use characteristics. The second, the Circulation Plan, discusses proposals for improving existing roadways and proposals for the construction of new streets and highways, in order to provide for a safe and efficient flow of traffic. The third, the Community Facilities Plan, provides necessary public and private facilities in proper quantity and location to best serve the future land use pattern of the Village. The final plan, the Financial Plan, establishes a financial program by which community needs for services and facilities can be satisfied in the most economical and efficient manner for the Village of Morrisville.
