The Overall Program Design is a quantitative effort to determine the nature and extent of area-wide problems in the four-county Central Piedmont Regional Planning District. Recommended programs for improving environmental conditions are then scheduled for development on a priority basis. The study analyzes the housing situation in the district, and sets forth a program to alleviate substandard housing conditions. The study also discusses the role of the Regional Commission in areas of area-wide as well as local concern. (Author)
