It includes a limited definition of the major housing problems and opportunities facing the State; a summary of past activities of the State Government in the housing field; a brief review of the major Constitutional and statutory provisions relating specifically to housing; a compilation of basic information on housing conditions, occupancy and other characteristics by sub-State district; and it outlines a program of study designed to provide a basis for shaping State policy and action programs on this priority issue.
