The purpose of the housing and neighborhood analysis is to assess the condition of housing in Eldon on a neighborhood by neighborhood basis to determine the treatment necessary to bring it up to acceptable standards. The determination of existing conditions is made by a study of land use, structural conditions, and community facilities and services. The adequacy of housing is determined in part by the composition of the population and its economic characteristics. The causes of blight are discussed and related to factors of the populace. A series of action programs is recommended to ultimately eliminate blight and preserve property values. (Author)
