Operation BREAKTHROUGH is a major research and development activity of HUD to modernize the housing industry and bring about volume production of industrialized housing. One aspect of this program involves the demonstration of innovative housing systems on nine prototype sites in eight areas of the nation. The statement sets forth the environmental impact aspects of this prototype demonstration activity. The prototype sites are located in Indianapolis, Indiana; Jersey City, New Jersey; Kalamazoo, Michigan; Macon, Georgia; Memphis, Tennessee; Sacramento, California; St. Louis, Missouri; Seattle, Washington; and King County, Washington.
