Three roadways comprise the initial segment of an arterial highway system for the downtown section of the city of Niagara Falls, New York. Tourist flow in combination with normal urban traffic causes existing traffic corridors to operate at near capacity during the summer months. To alleviate this congestion and in anticipation of growth, plans for a modern highway were needed. Unavoidable adverse environmental effects of the proposed artery include temporary inconvenience caused during construction,and displacement of residences, commercial structures and dwelling units, varying in number with the alternatives selected, from a maximum of 104 residents to 63, a maximum of 50 commercial structures to 25 and a maximum of 132 dwelling units to 79. Runoff from the pavements would contain salts used to control ice and snow and traces of oils.
