Housing as an Interim Land Use
The purpose of the study is to determine the social and economic feasibility of utilizing housing as an interim land use. This interim use is considered for sites which would otherwise stand vacant for periods of 6 months to 20 years by virtue of their being publicly or privately held in reserve for future community growth elements, specifically regional centers, right-of-ways, urban renewal areas and park reserves in the Twin Cities metropolitan area. The purpose of the report is to present a summary of data and conclusions resulting from the study process and to set forth recommended policies and guidelines for the location of housing on an interim basis.
