The building is proposed to serve as an envionmental laboratory while meeting all the functions of a conventional building. GSA decided that the building would be designed, constructed, and operated as an environmental demonstration building. The plans call for a solar collector thus reducing energy requirements from normal sources; a system to collect certain waste water and rainwater for reuse to minimize the demand on the municipal water supply; and the extensive use of recycled materials for the building construction. Landscaped lawns and roof areas will be available for use by the residents of the area. Ideas proven feasible by the project will be incorporated in other future projects, where feasible. The project will be located on land reserved for public buildings adjacent to the City of Saginaw's urban renewal parcel. The project will assist the city in redeveloping its downtown area thereby exerting positive environmental and socio-economic influences on the community. Environmental impacts and adverse effects are discussed.
