The document contains a study of the extent, nature and causes of blight, both physical and social, and its effect on the city as a whole and on a neighborhood basis. For analytical and remedial purposes the city is divided into 16 neighborhoods including two predominantly non-residential neighborhoods. Detailed analyses of blight and blighting influences in each neighborhood furnish the basis upon which general remedial programs are recommended on a city-wide and neighborhood basis; ranging from conservation to clearance and redevelopment. Priorities for remedial action are proposed with highest priority assigned to neighborhood areas where blight and blighting influences are most chronic. Because of the extent of blight in the city, it is recommended that a community renewal program be initiated. (Author)
