A Library Facilities and Services Plan for Southeastern Wisconsin
The Southeastern Wisconsin Regional Planning Commission began a study of regional library planning in 1968. They identified needs and study objectives, and in 1969 inventoried existing library facilities, services, and use. This included public, school, academic, government, and special and institutional libraries both public and private. There was also an analysis of library revenues and expenditures in the region. From this information two basic development objectives were distilled: a full range of library services for the residents, and the location and design of library facilities for efficient as well as effective service. Taking into account changes in future population, land use, and new residential development, the commission considered alternative plans for library development. The commission has recommended a plan, to be implemented over an 18-year period, which includes some new facilities, additional mobile library units, increased materials, additional staff, a single seven-county federated library system with local autonomy but free exchange of information and materials, and a regional governing board. Sample questionnaires used in the inventory are included in the appendix.
