Costs of Disabling Environments: A Cost-Revenue Analysis of Installing Elevators in Old Houses
A large part of the Swedish apartment housing stock is expected to undergo major repairs and improvements during the next decade. Elderly persons are over-represented among the tenants of substandard walk-up apartments. Low housing standard and architectural barriers such as steps and stairs are known to contribute to many an elderly person's move to a residential institution. Investments in housing accessibility can thus be expected to reduce county and state taxpayer expenditures for health care. It is for these reasons that in Sweden earmarked state subsidies for elevator installations are being discussed. While there are several estimates of the costs of retrofitting old apartment structures with elevators, there are no studies on the costs of not installing elevators. The estimation of these costs by means of a modified cost-revenue analysis is the aim of the present study.
