Demand Responsive Approach to Highway Maintenance and Rehabilitation. Volume 3. Applications to Pavement Type Selection and Alternate Bidding
The report investigates the concepts, methods, and procedures necessary to apply life-cycle costing techniques to pavement type selection and alternate bidding. Life-cycle costing provides an unambiguous way of determining pavement equivalence and of evaluating pavement strategies, based upon minimization of total discounted costs. To be valid, however, the analyses must include both agency costs and user costs. The report develops the relevant concepts and procedures that need to be applied in type selection and alternate bidding, and provides numerical examples of results of life-cycle cost analyses. Issues of data availability and of implementation are also discussed.
