Demand Responsive Approach to Highway Maintenance and Rehabilitation. Executive Summary
The report summarizes the results of a research program in highway maintenance management. The program has comprised three phases: (1) the formulation of new concepts of highway maintenance management; (2) the development of new analytic methods based upon these concepts; and (3) the application of these concepts and methods to maintenance management and pavement management. The approach developed in this research is based upon the prediction of maintenance requirements, the treatment of maintenance and rehabilitation explicitly as policy variables, and a balancing of the impacts of different maintenance and rehabilitation policies against their costs. The resulting technique is very general and powerful, and can be applied to many different classes of problems in maintenance management and pavement management.
