National Dam Safety Program. Whetstone Gulf Storage Dam (Inventory Number N.Y. 544), Black River Basin, Lewis County, New York. Phase I Inspection Report
The Whetstone Gulf Storage Dam consists of earthen embankments separated by a concrete overflow spillway located slightly to the left of the center of the dam. The overall length of the dam is 301 feet. The earthen embankment is approximately 17 feet high adjacent to the spillway structure. The concrete overflow spillway is 60 feet wide and 12 feet high from the apron to the crest; the spillway is equipped with a 3 foot square gated orifice at the streambed level. Examination of the available documents and a visual inspection of the dam did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies that need to be evaluated and remedied. Using the Corps of Engineers' screening criteria for the initial review of spillway adequacy, it has been determined that the embankment would be overtopped by all storms exceeding 71 percent of the Probable Maximum Flood (PMF).
