Franklin County is located on the fringe of the rapidly urbanizing St. Louis metropolitan area. Substantial growth is expected during the planning period with a 1990 population of 156,400 persons anticipated. An evaluation of present facilities and a determination of future needs and plans for thoroughfares, parks and recreation, airports, schools and public buildings is included. Major emphasis is placed on development of a recreation system to provide recreation and economic benefits for the county. Zoning and subdivision regulations are also included. (Author)
