The Reconnaissance Survey has been undertaken in order to identify the pressing problems in Carrville and to devise a planning program directed to the locality's problem and needs. The Initial Minimum Housing Element is a preliminary assessment of Carrville's housing problems and constitutes the first step toward formulating a continuing Minimum Housing Element and Housing Program. Attention has been focused on all housing in Carrville but particular emphasis has been placed on housing for the low and moderate income groups. The Planning Program Design is an overall identification of priorities within the general scope and content of proposed continuing planning programs. It is also an attempt to coordinate planning programs and services with all governmental agencies, private groups, and organizations. (Author)
