Evaluation of the Effectiveness of Congregate Housing for the Elderly
The effectiveness of congregate housing in fulfilling the needs of elderly residents was evaluated. The primary focus of the study was on management activities; the design program of congregate housing facilities; service provision; and housing demand characteristics of the elderly, their activity patterns, and the use and evaluation of congregate housing services. The delivery of services and equipment, and techniques utilized at congregate housing sites were examined. A questionnaire was administered to a sample of residents and applicants at congregate housing sites, and financial data were collected from each site. Twenty-seven congregate housing sites were studied in terms of their geographic distribution, services available, rent levels, and building sizes. Congregate housing was defined to encompass shared services and shared common spaces, with the availability of a meal program operating in a central dining room as a minimum. It was characterized by age-segregated elderly housing, an integrated housing and service package, and a noninstitutional living environment. Congregate housing involved a broad spectrum of elderly persons. Characteristics of the congregate elderly were ascertained. Information was obtained on the functions performed by congregate housing, the role of congregate housing in bridging the gap between independent living and institutionalization, and the enhancement of independence while minimizing social isolation through congregate housing. The implications of the congregate housing experience are discussed. Appendixes contain the sampling design, matrixes and supplementary tables, and a bibliography.
