Housing in Metropolitan Areas: Roles and Responsibilities of Five Key Actors
Five key actors in the provision of housing in metropolitan areas examined their roles and the interrelationships of their roles. The five are: the chief executive of local government; the comprehensive planner; the community development and housing administrator; the housing developer; and the housing consumer advocate. Also examined were the instruments used by the five actors and how they can be strengthened and interrelated under a total metropolitan housing function. The study concludes that metropolitan housing must be related directly to housing locations with adequate services and facilities, that premature development must be discouraged, and that housing must not be located where it cannot be supported by adequate facilities and services, both physical and social. Metropolitan housing must be an integral part of larger metropolitan growth and development. (Author)
