The proposed highway improvement is an east-west Interstate freeway with limited and fully controlled access, joining I-94 at the Hawthorne Interchange in Minnetonka, a length of about 8.5 miles. It would pass through the municipalities of Minneapolis, St. Louis Park, Golden Valley and Minnetonka. The proposed I-394 would connect with a 0.91 mile highway section of I-394 in downtown Minneapolis which extends eastward from the Hawthorne Interchange to Washington Avenue. Environmental impacts are discussed.
