The Mid Willamette Valley Council of Governments and a citizens committee have defined a proposed urban growth policy and urban growth boundary for the Salem area. The purpose of the policy and boundary is to contain urban type development within an area in which basic urban services can be efficiently and economically provided. One of the purposes of the Urban Growth Policies Workshop was to provide a forum for discussion of new ideas and proposals related to establishment of an urban growth boundary and of policies to effectively guide future urban growth.
